Totally staged. On phone calls other people aren't that loud. And how did she know that he was talking to the police?
Perhaps but 'The policeman is helping with my math'. The operator definitely sounds like one, and the kid is very good at acting if it is staged
The slight things like '911 emergencies' and 'It's the mother' as well as the background noise suggests like a lot of planning would've gone in to it in order for it to be real. The boys change in tone when the mother shouts at him, his confusion when the operator says 'where do you live?' and his tone after the operator says 'I can send someone else to help you' sounds all too real.
When the operator says 'no I can't do that' and coughs also suggests awkwardness, as he felt at the time he couldn't help the boy. Also when the operator says to the boy 'Tell me what the math is' The way the boy replies 'okay' suggests that he was looking for the take-aways. Wayy too much detail for it to be staged
