It was made for him by @DragonDaMan . Many people make pictures like that on these forums, like @Pixel_ , @mitchie_moo and lots more.
You could use Mineimator just search it on google and you will find it. It lets you make animations or just pictures.
Cinema 4d is another option to consider. Its a paid program used mostly by professionals. Personally, I got the program free from a friend and to me its better than blender because you can download schematics and upload them through mcedit than to a program called mineways and have them as a background for your picture. Its really complicated, but once you get use to it, its pretty easy. You can also animate with the program, animators such as Weedlion, and Bluemonkey use this program for animating. I know I kinda got off topic a little but I was trying to explain a few of the things you can do with it. But if you just want stills then your best bet would be blender. Its more of a easier program to use for beginners.
