Now, from what I've read, scamming is allowed as long as real currency isn't involved. Anyway, the other person, oAnxrchyy, is being immature as well. This belongs in player reports and there is a thread for the proper format located in player reports. For the problem, just /ignore the player. Also you are correct that scamming is aloud.

You can edit it and have a mod move it, so you don't have a double post. Like I said before though you should just /ignore the player.
