Well, my understanding of a DDoS attack is that it sends a lot of packets of information that overload your router and make your connection so slow that your internet connectivity is effectively disabled. Judging by the fact that you say that all your other servers work fine I would assume that DDoS is not your issue here. Have you tried relaunching minecraft?
A DDoS would not affect your connectivity to a single IP like Minetime, it would disable your internet (usually for a short amount of time so if it was a DDoS it would have most likely been resolved by now). I suggest restarting your computer and modem to see if that foxes the problem.
