Well, that depends. If your base is at the bedrock level, and you fill in all the space below the base if there is any, they will not be able to go under the base therefore, they can't /jump into the base (if your referring to /jump)
It is possible to phase through multiple layers. Only problem is 1 taking the time and 2 figuring exactly what version of No Cheat is on factions so you can bypass and find all the glitches in it to phase properly. Coding a client like that on your own would take several months of just constantly doing if you have the experience first of all. Second of all you would have to check which No Cheat version is on Factions and read up and find all the glitches and errors in it. Hiring someone or even a team would still take a lot of time to do and won't be cheap at all. Also You would die from suffocating in the wall before reaching layer 10 unless you had a lot of enchanted golden apples.
